Regional Emergency and Critical Care Advisory Committee (RECCAC)

 
 
The Regional Emergency and Critical Care Advisory Committee (RECCAC) was formed in February 2005, The Grampians RECCAC is representative of the health services sector and advises the Department of Health on emergency and critical care issues relating to the Grampians Region. This committee supersedes the Regional Consultative Committee on Emergency and Critical Care Services and has a broader stakeholder representation and a stronger advisory role.
The RECCAC is expected to maintain a strong regional focus, actively engage other relevant stakeholders and report to relevant committees including the Intensive Care Advisory Committee, State Trauma Committee and Adult Retrieval Victoria. Members of the RECCAC will be expected to provide expert advice and work collaboratively to develop strategies that will address emergency and critical care issues.
 

Terms Of Reference:

Regional Emergency and Critical Care Advisory Committee (RECCAC) primary objectives: 

  • Provide advice to the Department of Health (DH).
  • Provide a formalised communication channel between the DH, statewide committees and organisations involved in emergency and critical care in rural and regional Victoria.
  • Provide advice to appropriate advisory committees regarding the continuum of care, and the provision, distribution, and standard of emergency and critical care provided within each region.
Advisory committees include, but not limited to: State Trauma Committee (STC), Intensive Care Advisory Committee (ICAC), Neonatal Advisory Services Committee (NSAC), Emergency Access Reference Committee (EARC) and all sub-committees of those committees.
All information and data obtained by the RECCAC is to remain confidential. 
Facilitation of the primary objectives will be achieved via:

State level requirements of RECCAC

  • Advice, where appropriate, trauma, critical care and emergency advisory committees and sub-committees in monitoring, improving and implementing critical care and emergency.
  • Act as a formalised communication channel for regional health stakeholders regarding relevant issues.
  • Advice in the facilitation of regional trauma, emergency and critical care initiatives and education programs.
  • Provide the Trauma Quality Group (TQG) with quarterly reports, detailing the Committee’s response to the Victorian State Trauma Outcomes Registry and Monitoring Group (VSTORM) regional quarterly report.
  • Contribute to the development of performance indicators to monitor and enhance existing trauma, emergency and critical care services within a clinical governance framework.
  • Liaison with the State Health Emergency Response Plan Area Coordinator / Field Emergency Medical Officer as required.

Regional level requirements of RECCAC

  • Establishment of a forum at which issues affecting the provision of regional health can be identified, discussed and recommendations made.
  • RECCAC Chairs and RTC are to connect with other regional RECCACs for possible liaison where required.
  • RECCAC Chairs and members are to set primary objectives best suited to their region:
    • Grampians Region Primary Objectives:
      • Provide guidance regarding the provision, distribution, and standard of emergency and critical care services.
      • Disseminate information throughout the Region using appropriate forums such as Chief Executive Officers, Grampians Regional Executive Nurse Network (GRENN) and Occupational Health and Safety.
      • Actively seek feedback from the Region on issues relating to emergency and critical care
      • Provide direction for the Region in relation to service capacity using the Rural Emergency Health Services: Minimum Specifications (DRAFT)
      • Recommend management strategies when new initiatives are available such as Stroke.
      • Advise on best practice across the Region when delivering emergency and critical care services
 

Frequency of Meetings

RECCAC meetings will be scheduled quarterly.
Membership
The membership will consist of:    
  • DH Regional Director, Health and Aged Care  – RECCAC Chair
  • Regional Emergency, Critical Care and Emergency Coordinator (RTC).
  • RECCAC Chair is to specify regional specific members who best suit the regions specific primary objectives.
  • Tenure: 2-year term initially with an option to continue, however, not at the exclusion of interested others.

Chair:

The Chair is responsible for the administration of the RECCAC. The Chair can co-op additional members as required. The Chair can call extraordinary meetings and/or convene sub committees. The RTC will provide administrative assistance for the RECCAC in formulating agendas in conjunction with the Chair and provide minutes to the members.
RECCAC will prepare an annual report for the Regional Director, and other relevant organisations if required.
RTCs are to report within the RTC Forum, regarding discussions generated within RECCAC meetings and on any issues that may be presented at state level advisory committees.
RECCAC and RTCs are to follow the Information Channels framework when identifying issues for possible presentation.
RTCs are to provide a brief of their RECCAC meeting for information to state level advisory committees.
